Royal Vopak and Chinese Logistics Companies Eye Investment Opportunities in Cambodia

Royal Vopak and two leading Chinese logistics companies have expressed interest in investing in Cambodia's energy and logistics sectors during separate meetings with Prime Minister Samdech Moha Borvor Thipadei Hun Manet in Shanghai on Friday.
The meetings were held on the sidelines of the Prime Minister's working visit to China and his participation in the 2026 World Artificial Intelligence Conference (WAIC), held from July 15 to 17.
During a meeting with Mr. Chen Yan, President of Royal Vopak for China and East Asia (Koninklijke Vopak N.V.), the company outlined its expertise in energy infrastructure and the storage of oil, petrochemicals, liquefied natural gas (LNG), liquefied petroleum gas (LPG), and other energy products.
Royal Vopak informed Samdech Thipadei Hun Manet that it is working with Cambodian partners to explore investment opportunities in developing an LNG terminal and a refinery terminal in Cambodia.
The Prime Minister welcomed the company's investment interest, noting that the proposed projects are aligned with the Royal Government's vision of strengthening national energy infrastructure to ensure Cambodia's long-term energy security.
He encouraged Royal Vopak to continue working closely with its Cambodian partners and relevant institutions, particularly the Ministry of Mines and Energy, to advance the proposed investment projects.
The Prime Minister also met with Mr. Fan Jinsheng, Chairman of Shanghai Hantang Shipping (SHS) Co., Ltd., a Shanghai-based provider of integrated shipping and logistics services.
The company expressed interest in exploring investment opportunities in Cambodia's logistics sector, citing the country's improving transport infrastructure and growing economic potential.
Mr. Fan also welcomed the development of the Funan Techo Canal, describing it as a project with significant potential to attract additional investment, particularly in logistics and maritime transport.
Prime Minister Hun Manet reaffirmed that logistics is a strategic priority for the Royal Government to enhance Cambodia's competitiveness. He noted that the Funan Techo Canal represents a historic transport infrastructure project that will fundamentally transform Cambodia's economy by linking inland waterways with the country's coastal areas.
He added that Cambodia is not only building a canal but also developing a modern and smart economic corridor.
In a separate meeting, Mr. Mitchell Mao, Chief Executive Officer of SF Holding Co., Ltd., one of China's leading logistics service providers, informed the Prime Minister of the company's interest in expanding its investment in Cambodia.
SF Holding operates across the Asia-Pacific region, providing express and freight services, cold chain logistics, intra-city on-demand delivery, supply chain management, and international logistics services.
The company said Cambodia's improving logistics capabilities, together with the steady growth in Cambodia-China bilateral trade, have made the Kingdom an attractive destination for future investment.
Samdech Thipadei Hun Manet welcomed the company's interest and highlighted the Royal Government's continued efforts to strengthen national connectivity through investments in expressways, railway modernisation, ports, and the Funan Techo Canal to improve the efficiency of Cambodia's transport and logistics network.
He encouraged SF Holding to continue discussions with relevant ministries and institutions to explore concrete investment opportunities in the Kingdom.
