Cambodia Deploys Multiple Mechanisms to Solve Border Dispute with Thailand

Cambodia has deployed multiple mechanisms to addres the border dispute with Thailand, Prime Minister Samdech Moha Borvor Thipadei Hun Manet underlined this morning to the 4th Semester Meeting of the Supreme Consultation and Recommendation Council (SCRC).
Speaking at a press conference held this afternoon after the meeting, H.E. Chhim Phal Vorun, Head the SCRC Secretariat, said that Samdech Thipadei briefed the SCRC the core principles and approaches to settle the Cambodia-Thailand border dispute through short, medium, and long-term solutions.
He stated that Samdech Thipadei provided a clear brief on all available mechanisms, including bilateral and multilateral channels within ASEAN, international multilateral frameworks, and legal action up to international judicial proceedings.
“These mechanisms require time, but this does not mean that Cambodia is ceding its territory,” he stressed. “We have carefully considered all options. Some areas require short-term measures, others medium-term, and some long-term efforts. However, this should never be interpreted as giving up land to another country.”
H.E. Chhim Phal Vorun further emphasised that even after the second armed escalation and subsequent ceasefire agreements, the de facto occupation of territory by the other side does not constitute legal ownership.
Actual occupation does not mean legitimate possession, nor does it mean Cambodia has ceded its land,” he said.
“The Royal Government firmly rejects any attempt to define borders by the use of force and remains committed to reclaim its territory through all available means and mechanisms, under a high sense of responsibility, regardless of circumstances,” he added.
Regarding the mixed and comprehensive approach, H.E. Chhim Phalvorun noted that Cambodia is engaged on multiple fronts, including military, diplomatic, and legal arenas.
He explained that the Royal Government’s short, medium, and long-term planning also takes into account urgent humanitarian measures, such as the establishment of temporary shelters for displaced persons who are not yet able to return to their homes.
The 4th Semester Meeting held at the Peace Palace was attended by representatives from 31 political parties joining the general election in 2023.
