AKP Phnom Penh, September 30, 2026 --

The Ministry of Labour and Vocational Training (MLVT) and AQA Global Assessment Services of the United Kingdom have signed a Memorandum of Understanding (MoU) to strengthen cooperation in skills development and improve the quality of technical and vocational education and training (TVET) in Cambodia.

The MoU was signed during a meeting between H.E. Heng Sour, Minister of Labour and Vocational Training, and Mr. Shaun Crowley, Director of International Affairs of AQA Global Assessment Services, at the Ministry on Sept. 29.

The meeting focused on exchanging views on TVET development through the development of training standards packages, TVET assessment and quality assurance, as well as establishing networks between TVET institutions in Cambodia and the United Kingdom.

H.E. Heng Sour warmly welcomed Mr. Shaun Crowley and his colleagues and highly appreciated AQA's commitment to establishing the formal partnership, describing it as an important development in strengthening cooperation in the TVET sector in Cambodia.

He said the partnership also represented another important achievement in the relations between the two countries, while commending AQA's willingness to share UK standards and expertise with Cambodia.

The Minister underlined that the participation of an internationally recognised UK educational organisation would contribute significantly to improving TVET quality and skills standards in Cambodia, while increasing confidence among people and employers in the skills acquired through TVET programmes.

He expressed his confidence that continued dialogue and close coordination between the two sides would translate the MoU into concrete activities for their mutual benefit. He also reaffirmed the Ministry's readiness to further deepen the partnership and explore additional areas of cooperation in the future.

For his part, Mr. Shaun Crowley thanked the Minister for the productive discussion and expressed his pleasure at the signing of the MoU, describing it as an important achievement and a starting point for fruitful cooperation.

He said the partnership would build on Cambodia's achievements in the TVET sector, noting that standards development, qualification development and capacity building were key areas where AQA could provide support based on its experience working in different countries.
