Human Resources Key to Military Strength: Royal Cambodian Armed Forces Chief

H.E. Gen. Vong Pisen, Commander-in-Chief of the Royal Cambodian Armed Forces (RCAF), has underscored that a military's true strength lies in the quality of its human resources rather than merely its personnel numbers or technical hardware.
He made the remarks on Aug. 17 while presiding over the 2026 "Angkor-Great Wall" Forum at the Combined Arms Officers Institute. The event was themed "Jointly Fostering Outstanding Human Resources for Ironclad Friendship and Building a Great Wall of a Shared Future."
He noted that emerging technologies, including artificial intelligence, unmanned systems, and digital technology, are reshaping military thinking, management, and operations worldwide.
In this context, building outstanding personnel with strong knowledge, creative capacity, and adaptability serves as the foundation for developing a modern, professional military and strengthening national defence capabilities, he said.
The forum aims to advance military scientific research, strategic thinking, and knowledge sharing to help modernize the RCAF through technological adoption and high-quality human development.
H.E. Gen. Vong Pisen expressed confidence that the mechanism will further deepen the "ironclad" friendship and strategic cooperation between the Cambodian and Chinese militaries.
