AKP Phnom Penh, August 18, 2026 --
Russian automaker GAZ Group is exploring investment opportunities in Cambodia, including the potential establishment of a vehicle assembly or automotive component manufacturing plant.
The information was announced in a meeting held here on Aug. 17 between H.E. Dr. Hean Sahib, Secretary of State at the Ministry of Economy and Finance and Chairman of the Private Sector Development Working Group, and a delegation led by Mr. Sergey Kuryshev, a senior employee of GAZ Group’s automobile manufacturing operations in Asia.
H.E. Dr. Hean Sahib welcomed the delegation of the Cambodia-Russia Business Association and highlighted the importance of the association in promoting trade and diplomatic ties between the two countries. He also noted the longstanding role of Russia in Cambodia’s recovery since the 1980s.
He said the automotive sector is a priority for the Royal Government, which has provided extensive support and incentives for investment. Cambodia has completed an assessment of its Industrial Development Policy 2015-2025 and is preparing a new policy for 2026-2035, with improved and competitive incentives for automotive investment projects.
Mr. Sergey Kuryshev outlined GAZ Group’s potential, noting that the company has more than 90 years of experience and exports vehicles to 43 countries. It has also established a vehicle assembly plant in Vietnam.
With Cambodia’s favourable investment climate, GAZ Group is seeking opportunities to expand its market and invest in the Kingdom. The delegation also displayed two models, the GAZELLE CITY and GAZELLE NEXT CITILINE, at the Ministry to showcase the company’s vehicles.
H.E. Dr. Hean Sahib encouraged GAZ Group to study the feasibility of establishing an assembly or component manufacturing plant in Cambodia, saying such investment could support economic diversification, technology transfer and skilled employment.
He reaffirmed the Government’s commitment to transparent, efficient and effective facilitation for investors.
Cambodia currently has 13 vehicle assembly and manufacturing plants in operation, reflecting the growing importance of the automotive sector to the Kingdom’s industrial development.
