MISTI, World Bank Review Water Sector Reform, Strengthen Partnership on Universal Water Access
AKP Phnom Penh, July 09, 2026 --
H.E. HEM Vanndy, Minister of Industry, Science, Technology & Innovation, has met with Mr. Guangzhe Chen, Vice President for Planet at the World Bank Group, to review Cambodia's water sector reform agenda, strengthen sector governance, and accelerate the implementation of ongoing projects aimed at achieving universal access to clean water by 2030.
The meeting, held on Wednesday at the Ministry Industry, Science, Technology & Innovation (MISTI), focused on Cambodia's Water Security Compact, the establishment of an independent water supply regulator, progress on World Bank-financed projects, and expanding water infrastructure to support Cambodia's rapidly growing industrial sector.
"We're not just talking about public health or better living conditions. Better water services are also fundamental to Cambodia's economic transformation, particularly in rural areas. We're determined to transform the sector," Minister HEM Vanndy said.
The Minister highlighted efforts to establish an independent water supply regulator, improve the performance of public and private water operators, reduce non-revenue water, and expand infrastructure to meet growing household and industrial demand while maintaining affordable services.
Mr. Chen reaffirmed the World Bank's continued support for Cambodia's water sector and commended the country's leadership under the Water Forward initiative.
"Cambodia's Water Compact is considered one of the best examples that we can share with other countries," Mr. Chen said. "We are certainly aligned with your priorities and stand ready to continue supporting Cambodia's water sector reforms."
Both sides agreed to continue working closely to accelerate project implementation, strengthen water sector institutions, mobilise investment, and advance Cambodia's Water Security Compact under the Water Forward initiative.
