Cambodia Vows to ‘Completely Root Out’ Cyber Scams, Plans International Anti-Fraud Conference

Cambodia has announced plans to host an international conference aimed at combating cyber scams, as the Royal Government moves to strengthen regional and global defenses against transnational fraud syndicates.
The proposal emerged from a Monday meeting between H.E. Santepundit Chhay Sinarith, Cambodia’s Senior Minister and Chairman of the Secretariat of the Commission for Combating Online Scams (CCOS), and H.E. You Xiaowen, Secretary-General of the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Centre (LMLECC).
H.E. Chhay Sinarith reaffirmed Cambodia’s “sharp political will” to eradicate domestic cyber-fraud networks, citing newly enacted laws and the CCOS’s operations. “These measures are vital to suppressing criminal rings – including kingpins, accomplices, and connected actors – while preventing these networks from resurfacing,” he said.
He also stressed that cross-border crimes like cyber scams, money laundering, and human trafficking require joint investigations.
In response, H.E. You Xiaowen praised Cambodia’s recent enforcement progress, noting that strict cooperation among Greater Mekong Subregion countries is essential to track foreign criminal elements crossing borders.
He pledged LMLECC’s full support for the proposed conference, including intelligence sharing, financial disruption, cyber forensics training, and data evidence analysis.
Both sides agreed to expand multilateral cooperation to dismantle transnational syndicates.
