Cambodia, Luxembourg Sign MoU to Strengthen Health Sector Cooperation
AKP Phnom Penh, May 29, 2026 —
Cambodia’s Ministry of Health and the Government of Luxembourg have signed a Memorandum of Understanding (MoU) aimed at strengthening and promoting cooperation in the development of Cambodia’s health sector.
The signing ceremony was presided over by Minister of Health H.E. Prof. Chheang Ra and H.E. Thomas Lammar, Chargé d’Affaires of the Embassy of Luxembourg to Cambodia and Laos, on May 28 at the Ministry of Health in Phnom Penh.
During the meeting, H.E. Prof. Chheang Ra expressed his appreciation to the Government and people of Luxembourg for their continued support to Cambodia’s health sector, particularly in promoting equitable, quality, and resilient healthcare services.
The Minister described the MoU as an important milestone in strengthening the partnership between the two countries, building on the general cooperation agreement signed on Mar. 31, 2025, and reflecting their shared commitment to translating vision into concrete action.
Under the framework of cooperation, Cambodia and Luxembourg will focus on five key priority areas: human resource development in healthcare, medical equipment support, healthcare infrastructure development, reproductive, maternal, newborn and child health (RMNCH), and blood donation services.
Special attention will be given to remote and northeastern provinces, including Stung Treng and Rattanakiri.
The Luxembourg side also outlined follow-up plans, including a mission by the Luxembourg Development Agency (LuxDev) to Cambodia in July 2026 and the establishment of a LuxDev representative office in Phnom Penh to support the effective coordination and implementation of bilateral health programmes.
The cooperation aims to align with Cambodia’s national priorities and contribute to achieving Universal Health Coverage (UHC).
The signing ceremony and discussions concluded in a friendly atmosphere, with both sides reaffirming their commitment to expanding and strengthening sustainable health sector cooperation between Cambodia and Luxembourg.
