Cambodia Revokes Casino Licence over Online Scam and Illegal Activities

The Commercial Gambling Management Commission of Cambodia (CGMC) has revoked the casino licence of Casino YING HUANG in Preah Sihanouk province after authorities uncovered alleged involvement in online scam operations and other illegal activities.
According to a press release issued by the General Secretariat of the CGMC on May 28, Casino Licence No. 248 CGMC, issued on Aug. 6, 2024, to SALIENT VENTURES CO., LTD., was officially revoked pursuant to Decision No. 041 dated May 28, 2026.
The casino, located in village 4, Sangkat No. 4, Sihanoukville, Preah Sihanouk province, was found to be involved in online scam activities, as well as the illegal possession of weapons and narcotics.
The statement recalled that on May 23-24, under the coordination of the Prosecutor’s Office attached to the Preah Sihanouk Provincial Court of First Instance, a joint operation was conducted by the CGMC, the Unified Command of the Preah Sihanouk Provincial Administration, and the General Commissariat of National Police.
During the operation, authorities detained 66 individuals, including 64 Chinese nationals and two Cambodian nationals.
Authorities also seized 987 computers, 428 mobile phones, one handgun and related materials, as well as numerous packages of narcotic drugs.
The suspects were transferred to the Preah Sihanouk Provincial Gendarmerie Command for further legal action, while the confiscated items were placed in custody pending additional procedures.
The CGMC stated that the licence revocation was based on the findings of the operation and carried out in accordance with the Law on Commercial Gambling Management.
The commission also reminded all casino owners and operators to strictly comply with Cambodian laws and refrain from involvement in online scam activities or any other illegal acts.
The General Secretariat of the CGMC reaffirmed that it will continue working with relevant authorities to inspect and take action against any casino suspected of illegal activities, particularly online scams, in line with Royal Government Command No. 01 dated July 14, 2025.
