Labour Ministry, OECD Promote Responsible Business Conduct
AKP Phnom Penh, March 02, 2026 --
H.E. Heng Sour, Minister of Labour and Vocational Training, received here on Mar. 2 a courtesy call from Ms. Kate Wilson, Asia Programme Director of the Centre for Responsible Business of the Organisation for Economic Co-operation and Development (OECD).
The meeting aimed to seek opportunities to strengthen cooperation and discuss the Responsible Business Conduct (RBC) strategy, which aligns with the current policy priorities of the Ministry of Labour and Vocational Training.
In the meeting, H.E. Heng Sour expressed profound gratitude and high appreciation for past cooperation, which has achieved commendable results, particularly in promoting responsible business practices that enhance competitiveness, reviewing Cambodia's investment policies, and ensuring labour compliance that promotes the sustainability of Cambodia's textile and garment sector in line with OECD principles and other basic labour standards.
H.E. Minister briefed his guests on the progress in Cambodia's labour sector, such as improving working conditions and safety, complying with labour laws, and maintaining a decent minimum wage in line with economic development, which is a high priority for Cambodia.
Additionally, H.E. Heng Sour mentioned close cooperation with developers in continuing to establish specialised economic zones in the textile sector, increasing investment and exports, among others.
As electricity costs remain a challenge for Cambodia, he said that in order to comply with international compliance requirements and the standards of global brands, Cambodia is considering greater use of green energy, particularly solar power and biomass energy.
For her part, Ms. Kate Wilson emphasised that both parties could further strengthen cooperation, noting that the OECD will support the Ministry’s mission to promote the implementation of responsible business standards in Cambodia and enhance the country’s competitiveness.
Both parties expressed strong hope that the Ministry and the OECD will continue to strengthen and expand this essential partnership, which will greatly contribute to the development of the Cambodia’s labour sector.
