Japan Upgrades Cambodia’s Voter Database Systems Ahead of 2027 Polls
AKP Phnom Penh, February 19, 2026 -- The Government of Japan has provided the National Election Committee of Cambodia (NEC) with technical equipment to improve voter data management.
The handover ceremony took place on Feb. 19 at the conference hall of the NEC headquarters in Phnom Penh, in the presence of NEC Chairman H.E. Prach Chan and Japanese Ambassador to Cambodia H.E. Ueno Atsushi.
Speaking on the occasion, H.E. Prach Chan said that Japan’s assistance reflects a firm commitment, international solidarity, and a meaningful contribution toward promoting liberal multi-party democracy—the fundamental cornerstone for ensuring political, social, and economic stability, as well as sustainable and inclusive development in the Kingdom of Cambodia.
Japan’s assistance in upgrading the server system and technical equipment provides a higher technical standard, more modernity, and the latest technology. It features larger storage capacity, faster speeds, and the most advanced database operating systems and security protocols. This support is vital and timely as the NEC prepares for the upcoming general elections in 2027 and 2028, he said.
In response, H.E. Ueno Atsushi stated that to ensure elections are conducted accurately and fairly, the use of a robust and secure system for managing voter data is absolutely essential; therefore, the Government of Japan decided to provide this technical assistance in hardware and related server security equipment.
The Ambassador believes that the bilateral relations between the Kingdom of Cambodia and Japan as "Comprehensive Strategic Partners" will continue to develop and further strengthen, leading both countries toward an even brighter future.
The new equipment will replace the aging system previously donated by the Government of Japan in 2016.
To date, Japan remains one of Cambodia’s largest foreign donors contributing to the country’s social and economic development.
According to the NEC, there are a total of 10,162,232 registered voters on the 2025 official voter list, representing 90.50 percent of eligible voters. Among those registered are young voters aged 18 and above, including 5,393,309 females. A total of 24,235 polling stations has been established nationwide.
Cambodia will hold the 6th Commune/Sangkat Council Election on Sunday June 6, 2027.
