PM Calls for Unified and Innovative Response on International Day Against Drug Abuse

Prime Minister Samdech Moha Borvor Thipadei Hun Manet has commended national efforts in combating drug abuse, highlighting strong public participation over the past year as Cambodia joined the global observance of the International Day Against Drug Abuse and Illicit Trafficking 2026.
In a message to his compatriots, the Prime Minister expressed appreciation to all citizens for contributing to a nationwide movement against drugs, which has been recognised by the United Nations Office on Drugs and Crime (UNODC) for Cambodia’s strong commitment to preventing and eliminating drug-related crimes.
He noted that the global drug situation remains complex and increasingly linked to transnational crime, calling for more innovative and adaptive responses. For Cambodia, the government adopted the theme “Together Responding to Drug Problems in a New Context Through Innovation,” aligned with the UNODC global theme for 2026.
Samdech Thipadei stressed that despite regional and global challenges, Cambodia continues to prioritise public safety and social order through strengthened policies, law enforcement, and nationwide cooperation under the National Authority for Combating Drugs. Key innovations include the “NoDrug” mobile application, which enables 24/7 anonymous reporting, and strict enforcement measures under government directives aimed at eliminating drug use in public institutions.
He also outlined ongoing reforms, including strengthened prevention campaigns, rehabilitation systems, and inter-agency cooperation, as well as tighter controls on illegal substances and related equipment.
According to official data, Cambodia’s drug situation shows signs of containment, with an estimated 15–20 percent of narcotics transiting the country intended for domestic distribution, while the majority is destined for third countries. The government said this reflects improved awareness and reduced domestic demand, particularly among youth.
The Premier urged continued nationwide participation through education, community reporting via the NoDrug platform and hotlines, stronger law enforcement at the local level, and expanded prevention programmes across public and private sectors, including schools, cultural events, and workplaces.
He further called on civil servants and armed forces to strictly uphold zero-tolerance policies, and encouraged youth to stay away from all forms of drug use, including electronic cigarettes and related substances, while promoting innovation and digital solutions in prevention efforts.
Rehabilitation centres, both public and private, were urged to strictly follow professional standards and human rights principles, while families were encouraged to support treatment and reintegration of affected individuals.
The Prime Minister also welcomed continued cooperation from private sector partners and civil society organisations in strengthening drug prevention campaigns, emphasising that combating drugs is a shared responsibility of the entire society.
He concluded by expressing confidence that collective action will continue to strengthen Cambodia’s drug-free communities and support national development and social well-being.
