SPIN Programme Sets Strategies to Boost Investment in Northeastern Provinces
AKP Phnom Penh, January 08, 2026 -- The Special Programme to Promote Investment in the Four Northeastern Provinces (SPIN Programme) has set strategies to further boost investment in the country’s northeastern provinces.
H.E. Sim Vireak, Under-Secretary of State at the Ministry of Economy and Finance (MEF) and Head of the Secretariat of the SPIN Programme, chaired an internal meeting of the Secretariat at the Business Development Centre (BDC) on Jan. 8.
The session reviewed progress and outlined strategic priorities for 2026, with participation from advisors, Secretariat members, and technical officers from relevant departments.
The meeting undertook a comprehensive review of the programme’s management and operational frameworks, including mechanisms for project monitoring, site inspections, outreach and capacity-building initiatives, and coordination with ministries and provincial administrations.
H.E. Sim Vireak highlighted three strategic priorities for the coming year. Firstly, he stressed the need for a clearly structured monitoring and evaluation framework, featuring defined roles and a quarterly review cycle to ensure projects remain on track.
Secondly, he called for establishing precise criteria for site inspections, involving key actors such as the Provincial Investment Subcommittee, tailored to the characteristics and coordination needs of each investment project.
Thirdly, he underscored the importance of strengthening coordination with relevant ministries, institutions, and provincial administrations to streamline procedures and address implementation challenges efficiently.
The SPIN Programme was formally launched on April 9, 2025, under the chairmanship of Prime Minister Samdech Moha Borvor Thipadei Hun Manet, with the objective of boosting investment in key sectors across Kratie, Stung Treng, Rattanakiri and Mondulkiri through targeted incentives and a streamlined approval framework.
