OIF Welcomes Cambodia’s Calls for Full Implementation of Ceasefire Agreement
AKP Phnom Penh, December 11, 2025 --
The Secretary General of La Francophonie, H.E. Ms. Louise MUSHIKIWABO, has expressed her deep concern about the resumption of armed clashes between the Kingdom of Cambodia and Thailand along their common border.
According to a press release dated Dec. 10, she condemned violations of the Ceasefire Agreement of July 28, 2025 and the Joint Declaration signed in Kuala Lumpur on Oct. 26, 2025 between the two countries. "This situation dangerously threatens the peace and security in the region," she stressed.
Deploring the tragic human losses are already recorded, H.E. Ms. Louise MUSHIKIWABO called on both parties to make the protection of civilians a top priority and take the necessary urgent measures to ensure their safety.
Finally, she called for the effective implementation of the commitments made by both parties and welcomed, in this regard, the calls by the Cambodian government for the full implementation of the ceasefire agreements.
The OIF also reaffirmed the importance of international law in peacefully resolving disputes, in full respect of the sovereignty and territorial integrity of the States
The OIF has 90 states and governments: 53 members, 5 associate members and 32 observers.
Since Dec. 7, the Thai military has renewed its attacks on Cambodian territory and expanded operations across multiple locations in Preah Vihear, Banteay Meanchey, Oddar Meanchey, Battambang, and Pursat provinces. These operations have included the use of heavy weapons, F-16 fighter jets, and toxic gas, resulting in civilian casualties, damage to homes, temples, and health centers, the temporary closure of hundreds of schools, and the displacement of hundreds of thousands of civilians. Cambodia has no choice but to counterattack in self-defence to repeated violations of its territorial integrity after exercising more than 24 hours of maximum restraint.
