Cambodia Limits Defensive Strikes to Thai Military, Upholding International Law
AKP Phnom Penh, December 10, 2025 --
Cambodia’s Ministry of National Defence confirmed that the nation's defensive operations are strictly confined to Thai military positions and do not target civilians or civilian infrastructure.
In a formal statement, the Ministry emphasised that Cambodia is conducting its self-defence measures in full compliance with international law, particularly international humanitarian law, and is deeply committed to upholding all related obligations with the highest discipline.
The Ministry added that the Royal Cambodian Armed Forces (RCAF) consistently adheres to the Royal Government’s policy of pursuing peaceful resolution to border issues while simultaneously safeguarding Cambodia’s territorial integrity and sovereignty. The RCAF, the statement continued, continues to respect all ceasefire arrangements and prioritises the protection of civilian lives and safety.
Reiterating its firm stance, the Ministry stressed that the armed forces remain resolute in defending national sovereignty and public security against what it described as "aggressive and brutal acts of aggression" perpetrated by Thailand against Cambodia.
