H.E. Dr. Chea Serey, Governor of the National Bank of Cambodia (NBC), has called on the global community to design financial systems that are efficient yet inclusive, fast yet fair, and resilient enough to support shared prosperity.

The NBC Governor made while delivering a keynote address at the 5th Asia Finance Forum on “Positioning for the Future” on Sept. 25 at the Asian Development Bank (ADB) headquarters in Manila, the Philippines. 

Speaking under the theme “Bridging Financial Technology, Trust, and Regulation,” H.E. Dr. Chea Serey emphasised that technology in finance must not be judged by its novelty, but by its necessity — whether it closes gaps, builds trust, and serves people where they are. 

H.E. Governor also highlighted Cambodia’s Digital Economy and Society Policy Framework 2021–2035, which puts inclusion at the centre of the digital transition, not as an outcome, but as a design principle. Inclusion is not a charitable goal, yet it is a strategic necessity.
