Cambodian Senior Minister Calls on Norwegian People’s Aid to Launch Global Campaign Against Thai Military's Use of Cluster Munitions

Senior Minister H.E. Dr. Ly Thuch has appealed to the Norwegian People’s Aid (NPA) to launch a global campaign condemning the Thai military’s use of cluster munitions during recent border clashes with Cambodia.
The request was made during a meeting today at the Cambodian Mine Action and Victim Assistance Authority (CMAA) headquarters here between Senior Minister H.E. Dr. Ly Thuch, who is the First Vice President of the CMAA, and Hans Risser, NPA's Country Director in Cambodia.
According to H.E. Dr. Ly Thuch, the Thai military used a range of prohibited heavy weaponry, including cluster munitions, during a five-day armed conflict from July 24-28, 2025. He stated that the use of these weapons has had severe and lasting impacts on Cambodian civilians, especially children, and has instilled long-term fear in communities.
On behalf of the Royal Government and the people of Cambodia, H.E. Dr. Ly Thuch urged NPA to join Cambodia in a global campaign to oppose the Thai military's use of cluster munitions and advocate for accountability and a safer future for affected populations.
