Cambodian Foreign Ministry Protests against a Thai Senior Official

The Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia (MFAIC) has registered a strong protest against the action taken by Mr. Somkid Chueakong, a Deputy Secretary-General to the Prime Minister of the Kingdom of Thailand, as reported in the Thai media, in filing a complaint against Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate of the Kingdom of Cambodia, in connection with the recording of phone conversation between Samdech Techo Hun Sen and H.E. Mrs. Paetongtarn Shinawatra, Prime Minister of the Kingdom of Thailand.
“The Ministry wishes to emphasise that it is a standard and internationally recognised practice for States to document discussions between national leaders, particularly when such exchanges concern matters of diplomacy, national security, or bilateral cooperation. The purpose of such recordings is to ensure the accuracy and integrity of communications, transparency, and support for the institutional responsibilities of public offices,” said the MFAIC in a diplomatic note submitted to the Royal Thai Embassy on June 22.
The Royal Government of Cambodia views Mr. Somkid's complaint as a politically motivated action that would generate further unwarranted misunderstanding between Cambodia and Thailand.
The attempt to initiate domestic legal proceedings against a high-ranking official of a sovereign State, in connection with an act conducted in the performance of public duties, undermines the principles of sovereign equality and mutual respect enshrined in the Charter of the United Nations.
“The Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia urges the Royal Thai Government to take appropriate measures to address this regrettable development and to prevent any further actions that may adversely affect the long-standing and friendly relations between our two nations,” concluded the diplomatic note.
