Ministry, JILAF Sign to Support Workers of Informal Economy
AKP Phnom Penh, May 28, 2025 --
The Ministry of Labour and Vocational Training and the Japan International Labour Foundation (JILAF) have signed a memorandum of understanding to promote decent work and improve the living conditions of workers in the informal economy.
The deal was inked between H.E. Heng Sour, Minister of Labour and Vocational Training, and Mr. Yasunobu Aihara, President of JILAF, in Tokyo, Japan, on May 26.
The agreement is part of the Supporting Grass Roots Activities (SGRA) project through the international networks of employers and workers by providing them vocational training and financial management capacity building along with social protection support.
H.E. Heng Sour highlighted that the agreement reflects the joint commitment to enhancing the living conditions of workers of the informal economy, including workers who work in unregistered micro, small, and medium enterprises; domestic workers; self-employed individuals such as tuk-tuk drivers; street vendors; and small-scale farmers.
He spoke highly of the JILAF’s close cooperation with his ministry on SGRA since 2019, focusing mainly on workers in the informal economy in Cambodia to ensure that no worker is left behind.
