AKP Phnom Penh, August 29, 2026 -- Foreign parliamentary leaders have highly praised Cambodia’s successful hosting of the Second Inter-Parliamentary Speakers’ Conference (ISC-2) in Phnom Penh, describing the gathering as an important platform for advancing global peace, democracy, unity and respect for international law.

H.E. Dr. Pierre Flambeau Ngayap, a Cameroonian Senator, expressed his appreciation for Cambodia’s hosting of the ISC-2 in Phnom Penh.

“Thank you very much. We are very happy to be here in Cambodia, in Phnom Penh, for this Second Inter-Parliamentary Speakers’ Conference. We have had very fruitful discussions and debates, and we hope that they will contribute to making the world more peaceful in the future,” he said.

H.E. Dr. Pierre Flambeau Ngayap said that Cameroon is one of the few African countries that has attended the conference since its inception. He noted that this demonstrates Cameroon’s strong belief in the initiative and its potential to promote democracy, unity, peace, and respect for international law in international relations.

“We strongly believe that this is a new tool to help promote democracy, unity, peace, and respect for international law in international relations,” he underlined.

H.E. Sultan Baktiar Najamudin, Speaker of the Regional Representative Council of the Republic of Indonesia, first expressed his gratitude to Cambodia for the excellent preparations and successful hosting of ISC-2.

“It is a great honour for me to join this forum, the Second Inter-Parliamentary Speakers’ Conference, here in Phnom Penh, Cambodia. This is a very good forum,” he said.

H.E. Sultan Baktiar Najamudin said that the conference had provided an important opportunity for extensive discussions on how to make the world more peaceful and prosperous.

“We have already discussed so many things, including peace, conflict, the environment, … and how to make this world more peaceful and better,” he underlined.

As Indonesia will host the Third Inter-Parliamentary Speakers’ Conference (ISC-3), H.E. Sultan Baktiar Najamudin congratulated Cambodia on the successful hosting of ISC-2 in Phnom Penh.

“It is an honour for me and for Indonesia, but at the same time, it is also a challenge for us to make sure that this forum becomes more influential and stronger in the world,” he said.

H.E. Sultan Baktiar Najamudin noted that around 30 countries and international organisations had participated in the ISC-2 and expressed his hope that Indonesia could attract even more participants for the next conference.

“From now, maybe around 30 countries have attended. So I hope that in my country, Indonesia, maybe more than 50 countries will attend. So this is our big dream,” he said.

H.E. Sultan Baktiar Najamudin also highly praised the Phnom Penh Declaration, adopted at the ISC-2.

“In my opinion, I think we have the same view. I have just read all the details of the Phnom Penh Declaration, and I think everything the world needs is included in the Phnom Penh Declaration. So, this declaration is very good,” he said.

ISC-2, hosted by Cambodia and organised by the Senate of Cambodia, was successfully concluded in Phnom Penh on Aug. 28, bringing together 130 delegates from 30 countries, inter-parliamentary organisations and international organisations.

ISC was officially launched in South Korea in April 2025. The conference was first held in Islamabad, Pakistan, in November 2025 under the theme “Peace, Security and Development”.
