AKP Phnom Penh, August 28, 2026 –

Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate of Cambodia and President of the 2nd Inter-Parliamentary Speakers’ Conference (ISC-2), held separate meetings with senior legislative leaders from Cameroon, Russia, Nepal, Indonesia and Malaysia on Aug. 27 on the sidelines of the conference in Phnom Penh.

According to H.E. Chea Thyrith, Spokesperson for the Senate, the talks focused on strengthening bilateral and parliamentary relations, expanding cooperation and addressing common regional and global concerns.

During his meeting with H.E. Ms. Din Bell Armande, Vice President of the Senate of Cameroon, both sides discussed opportunities to establish closer relations between the two countries, including between their legislative and executive institutions.

They also discussed the possibility of establishing parliamentary friendship groups and encouraging the two governments to establish formal diplomatic relations, which would open opportunities for broader cooperation in the future.

In talks with H.E. Konstantin Kosachev, Deputy Speaker of Russia’s Federation Council, the Russian side praised Cambodia’s rapid development and its increasingly important role on the international stage. Samdech Techo Hun Sen expressed his appreciation for the remarks and for Russia’s participation in the ISC-2.

H.E. Kosachev also informed Samdech Techo Hun Sen that Russian leaders were preparing to welcome him on a future visit to Russia, which would provide an opportunity to further strengthen bilateral and parliamentary cooperation.

Meeting with H.E. Narayan Prasad Dahal, President of Nepal’s House of Representatives, Samdech Techo Hun Sen discussed further strengthening relations between the two legislative institutions and thanked the Nepalese leader for attending the ISC-2.

H.E. Dahal expressed appreciation for Cambodia’s support to Nepal, particularly during the COVID-19 pandemic and natural disasters, and said continued bilateral and parliamentary cooperation would contribute to closer relations between the two countries.

During his meeting with H.E. Sultan Baktiar Najamudin, Speaker of the House of Regional Representative Council of the Republic of Indonesia, the two sides discussed strengthening bilateral parliamentary cooperation and the proposed establishment of an ASEAN Senate Forum, an initiative previously put forward by Samdech Techo Hun Sen.

H.E. Sultan Baktiar Najamudin praised Cambodia’s successful hosting of the ISC-2 and its development, while informing Samdech Techo Hun Sen of Indonesia’s preparations to host the 3rd Inter-Parliamentary Speakers’ Conference following Cambodia.

Meanwhile, in talks with H.E. Tan Sri Dato’ Johari bin Abdul, Speaker of the House of Representatives of Malaysia, discussions focused on bilateral relations and regional and global issues of common concern. The Malaysian parliamentary leader praised Cambodia’s development and congratulated the Kingdom on hosting the ISC-2.

He also described Samdech Techo Hun Sen’s leadership and past efforts as an important lesson for Malaysian youth, expressing appreciation for Cambodia’s achievements and wishing the conference success.

The five parliamentary leaders are in Cambodia to participate in the ISC-2 held in Phnom Penh from Aug. 26 to 28.
