Cambodia Promotes Agri-Food Industrial Park Framework to Attract Quality Investment
AKP Phnom Penh, August 27, 2026 --
H.E. Sun Chanthol, Deputy Prime Minister and First Vice Chairman of the Council for the Development of Cambodia (CDC), presided over a meeting here on Aug. 27 with agro-industrial investors and development partners to present investment opportunities under Cambodia’s new Agri-Food Industrial Park (AIP) Framework.
The event was co-organised by the CDC and the Embassy of Australia in Cambodia, bringing together relevant stakeholders to explore opportunities for investment in Cambodia’s agri-food processing sector.
The AIP Framework received the high approval of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, on May 29, 2026.
The framework aims to accelerate the industrialisation of Cambodia’s agricultural sector through a “Private Sector-Led and Government-Linked” business model.
It is designed to attract quality investment, create employment opportunities, promote value-added processing, strengthen agricultural value chains and enhance the competitiveness of Cambodian exports.
Addressing the meeting, H.E. Sun Chanthol highlighted the key components of the AIP Framework, including its policy objectives, project eligibility criteria and the Qualified Investment Project (QIP) Plus support packages available to eligible investors.
The incentives and special facilitation measures are intended to encourage high-quality and efficient investments in the establishment and development of agri-food industrial parks in Cambodia.
He underscored the Royal Government’s commitment to enhancing Cambodia’s competitiveness and attracting investment to support inclusive and resilient economic growth, generate employment and increase value addition in the agricultural sector.
The formulation of the AIP Framework is considered a priority initiative reflecting the Royal Government’s efforts to modernise the agricultural economy, strengthen value chains and create a favourable environment for private sector investment.
Agriculture remains an important pillar of Cambodia’s economy, employing more than one-third of the country’s total labour force and generating more than US$3 billion in export revenue during the first seven months of 2026.
To further unlock the sector’s potential, the CDC has identified agro-processing as a high-priority investment sector. The development of agri-food industrial parks is also regarded as an important area of Australia-Cambodia development cooperation.
Australia has supported the development of Cambodia’s AIP Framework since 2022, working closely with the CDC, the Ministry of Economy and Finance, and various public and private sector stakeholders.
The cooperation is aimed at supporting Cambodia’s efforts to develop a more modern, competitive and sustainable agri-food industry, while creating greater opportunities for domestic and foreign investors to participate in agricultural value-added production and export-oriented industries.
