The Telecommunication Regulator of Cambodia (TRC) has warned the public against fraudulent schemes involving individuals who advertise and offer purported social media account and page protection services in exchange for fees.

In a recent announcement, the TRC said it had recently observed a number of individuals advertising services described as “account protection services” or “page protection services,” claiming that they could protect or guarantee users’ accounts or pages from being disabled, suspended, deleted or lost.

In some cases, the individuals reportedly claim to have direct connections with social media platform companies or possess special technical tools in an attempt to appear credible.

The TRC clarified that any claim to guarantee the protection of an account or page in exchange for payment constitutes the dissemination of false information and may contain elements of fraud, potentially giving rise to legal liability under the laws in force.

According to the TRC, such schemes generally seek to create fear among users in order to persuade them to pay money or disclose confidential information, including telephone numbers, email addresses, passwords, OTP codes or page administration rights.

Such actions could result in the permanent loss of control over an account or page, financial losses without the possibility of compensation, theft of personal or financial information, and the use of stolen accounts or pages to commit further fraud against victims’ families, friends and followers.

To protect themselves, the TRC urged the public not to disclose passwords or OTP codes to anyone and not to pay individuals claiming that they can protect, restore or guarantee social media accounts or pages.

Users were also advised not to grant administrator or editor rights to pages to people they do not know well, avoid clicking on suspicious links or installing applications from unknown sources, and enable two-factor authentication while clearly designating page administrators.

The TRC stressed that the use of social media accounts and pages must comply with the laws and regulations in force in Cambodia, as well as the terms of use and community standards of individual platform companies.

It added that paying a fee to any individual cannot replace, exempt users from or reduce their obligations under either Cambodian law or the rules of the relevant social media platform.

Members of the public who suspect fraudulent activity or irregular services related to social media account and page protection are encouraged to report the matter to the TRC by calling 6789 during business hours, emailing info@trc.gov.kh, or contacting its Facebook page, “និយ័តករទូរគមនាគមន៍កម្ពុជា - Telecommunication Regulator of Cambodia.”

The TRC said all reports would be treated as confidential.
