Cambodia, Japan Ink $119M Deal for Phase 2 Sihanoukville Port Expansion
AKP Phnom Penh, July 13, 2026-—
Cambodia and Japan have officially finalized a 17.776 billion yen (approximately $119 million USD) loan agreement to launch the second phase of the Sihanoukville Port New Container Terminal Development Project.
The Exchange of Notes was signed in Phnom Penh Monday by Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, H.E. Prak Sokhonn and Japanese Ambassador H.E. Ueno Atsushi.
According to the Ministry of Foreign Affairs and International Cooperation, the funding will directly support the construction of a new container terminal and vital supporting infrastructure at the Sihanoukville Autonomous Port—Cambodia's sole international deep-sea gateway.
Key Impacts of the Project: Boosted Capacity: Dramatically increases the port's container cargo handling limits to accommodate rising trade volumes.
Logistical Efficiency: Streamlines domestic supply chains and reduces shipping bottlenecks.
Global Connectivity: Strengthens Cambodia’s maritime links to regional and international markets, driving sustained economic growth.
The Royal Government of Cambodia stated that Japan's continued financial assistance reflects a strong commitment to supporting the Kingdom's socio-economic development and boosting bilateral trade. The loan further underscores the close cooperation between both nations under the Cambodia-Japan Comprehensive Strategic Partnership.
As one of Cambodia's premier development partners, Japan has long provided critical assistance in infrastructure, transportation, and human resource development—driving the Kingdom's sustainable economic growth.
