KOICA Supports Cambodia’s Governance Reform Through Training for 15 Senior Officials in Korea

The Korea International Cooperation Agency (KOICA) has launched a 14-day High-Level Training Programme in the Republic of Korea for fifteen senior Cambodian government officials from the Ministry of Civil Service and the Royal School of Administration (RSA), including members of the Project Implementation Unit (PIU).
The training delegation is led by H.E. Youk Bunna, Permanent Secretary of State of the Ministry of Civil Service and President of the Royal School of Administration. The programme is being conducted from June 7 to 20, 2026, as part of KOICA's continued efforts to strengthen institutional capacity and advance public administration reform in Cambodia.
According to a press release issued on Monday by KOICA, the training is implemented under KOICA’s five-year development initiative (2025-2029), titled “Strengthening Capacity of the Royal School of Administration for Governance Reform and Strengthening of Cambodia,” with a total budget of US$11.7 million. The project is designed to support the modernisation of Cambodia’s civil service system by enhancing human resource management (HRM) and human resource development (HRD) frameworks, improving institutional performance, and promoting transparent, merit-based, and efficient governance practices.
Held at Korea University Sejong Campus, the programme provides participants with advanced training on key components of modern human resource systems, including competency-based HR frameworks, recruitment and appointment mechanisms, performance evaluation systems, education and training development, and data-driven governance. Through a combination of lectures, workshops, and policy dialogue sessions led by Korean public administration experts, participants are exposed to practical models of civil service reform and institutional innovation.
A central feature of the programme is the exchange of Korea’s experience in building a transparent and merit-based public administration system. Participants will study best practices in recruitment fairness, structured selection processes, standardised evaluation methods, interview calibration, and audit mechanisms that ensure accountability and integrity in public service delivery.
As part of the training, participants will undertake study visits to key Korean institutions, including the Ministry of Personnel Management, the Anti-Corruption and Civil Rights Commission, and the National Archives of Korea. These visits are designed to provide first-hand insights into Korea’s administrative systems, governance reforms, and institutional practices that underpin effective public sector management.
