Casino Licence Revoked Following Major Anti-Scam Raid in Poipet
AKP Phnom Penh, May 04, 2026 -- Cambodia’s Commercial Gambling Management Commission (CGMC) has revoked the licence of ORCHID HOTEL & RICH CASINO in Poipet after a large-scale operation uncovered alleged online scam activities and other serious violations.
According to a press release issued on Monday evening by the CGMC General Secretariat, the raid was conducted on April 29 in coordination with the Banteay Meanchey Provincial Unified Command, the National Police, Poipet city authorities, Military Region 5 forces, and prosecutors from the Banteay Meanchey Provincial Court.
The operation targeted a site located in Borey Chhour Vichet Sanco Park in Poipet city, operated by JBMA Development Co., Ltd. Authorities reported that during the raid, some suspects opened fire on law enforcement officers before the situation was brought under control.
Following the operation, joint forces searched 19 buildings, detained more than 1,000 foreign nationals, and seized evidence linked to the alleged offenses.
The CGMC stated that the casino operator had violated a prior directive prohibiting involvement in online scam activities, as well as the possession and use of illegal weapons within casino premises.
In response, the commission officially revoked Casino Licence No. 053 CGMC granted to JBMA Development Co., Ltd., in accordance with relevant laws and Royal Government Command No. 01 dated July 14, 2025, on combating online scams.
The CGMC reaffirmed its commitment to strictly enforcing the directive and announced that it will continue working with relevant authorities to carry out inspections and crackdowns on any casino suspected of involvement in illegal activities, particularly online scams.
