AKP Phnom Penh, February 26, 2026 -- The Ministry of Labour and Vocational Training (MoLVT) and Jiangsu Huibo Robotics Technology Co., Ltd. signed a Memorandum of Understanding (MoU) in Phnom Penh on Feb. 25 to formalise a strategic partnership in Technical and Vocational Education and Training (TVET).

The MoU was signed by H.E. Heng Sour, Minister of Labour and Vocational Training, and Mr. Cui Xiaohui, Senior Vice President of Jiangsu Huibo Robotics Technology Co., Ltd.

The partnership aims to strengthen cooperation in skills development, technology transfer, and joint research, in line with the Belt and Road Initiative and Cambodia’s priority on human resource development.

H.E. Heng Sour emphasised the importance of developing skills in smart manufacturing and robotics, as well as facilitating the transfer of advanced technologies to Cambodian youth.

The initiative is expected to help ensure that labour skills and standards meet both domestic and international market demands, while keeping pace with the rapid evolution of global digital technologies, the Minister said.
