Cambodia Raids Phnom Penh "Scam Nest," Detains 21 Foreigners
AKP Phnom Penh, February 26, 2026 -- Cambodian authorities dismantled a suspected cyber-fraud syndicate on Wednesday, detaining 21 foreign nationals in a high-rise raid in the capital's Khan Sen Sok.
The operation, targeting a suite in the Star City complex, resulted in the apprehension of 16 Chinese nationals, alongside citizens from Pakistan, Nepal, and India. Police seized a cache of digital equipment, including "all-in-one" computers and mobile devices, as part of an ongoing crackdown on transnational technology crimes.
The raid was carried out by a joint task force under the National Police General Commissariat and coordinated by the Phnom Penh Municipal Court.
"Specialised units are collaborating with stakeholders to track the masterminds behind this network," stated the Secretariat of the Commission for Combating Online Scams (CCOS). The premises have been shuttered pending further legal proceedings.
The move follows a recent directive from Prime Minister Samdech Moha Borvor Thipadei Hun Manet, who has vowed that Cambodia will not serve as a "safe haven" for online scammers or cross-border criminals, promising "maximum penalties without intervention" for those orchestrating such schemes.
