MOWRAM Convenes Meeting with Development Partners to Address Challenges in Climate Change
AKP Phnom Penh, January 22, 2026 -- H.E. Thor Chetha, Minister of Water Resources and Meteorology chaired today the third annual coordination meeting between the Ministry and development partners to address the increasing challenges of climate change and water resources management in Cambodia.
The meeting highlighted the shift from enhancing partnerships to setting directions for leadership, improving cooperation efficiency, coordination, and direction for greater synergy in water resources and meteorology under Cambodia's Pentagonal Strategy and National Vision 2030 and 2050.
H.E Minister emphasised that the pressures of climate change, floods, and droughts, as well as the increasing demand for water, require better water governance through integration, adaptation, and coordination.
He added that the mechanism proposed at the meeting can help consolidate information, identify challenges across multiple sectors, and create a unified response to issues that a single institution or project cannot resolve separately.
H.E. Thor Chetha also encouraged development partners to continue cooperating in restoring sustainable water security and climate resilience in border provinces, especially by building additional reservoirs and improving systems to protect livelihoods, maintain development momentum, and ensure a reliable water supply for communities and the production sector.
The annual coordination meeting between the Ministry of Water Resources and Meteorology and development partners has already been held twice.
The first meeting set out a forum with a clear structure for transparency and cooperation, and the second meeting in 2024 reaffirmed that the water sector is a national development priority under the first phase of the Pentagonal Strategy, as well as promoted cooperation on policy, technology, and climate change resilience.
