Cambodia Moves Up Government AI Readiness Index
AKP Phnom Penh, January 17, 2026 --Cambodia has improved its standing in the Government AI Readiness Index, according to the 2025 report released by UK-based Oxford Insights, the Ministry of Post and Telecommunications said in a press release issued on Jan. 16.
The 2025 Government AI Readiness Index from Oxford Insights points to uneven global preparedness for public-sector AI, with governance capacity, data foundations, and skills emerging as the main dividing lines between countries.
The Government AI Readiness Index showed Cambodia ranked 118th globally in 2025 out of 195 countries, moved up from 145th in 2024, said the release.
“This remarkable progress shows that Cambodia is moving in the right direction towards adopting artificial intelligence as a strategic tool,” the Ministry stated.
This outcome reflected the Royal Government of Cambodia's strong commitment to developing digital infrastructure, strengthening skilled capital, formulating favourable policies and legal documents, encouraging innovation and new businesses, and promoting the inclusive and responsible use of artificial intelligence, it added.
The Ministry said in the last two years, it has worked with relevant ministries and institutions with significant achievements. These included the launch of the National Research Centre for Artificial Intelligence in the education sector, the release of a report on the evaluation of AI morality in Cambodia and the Digital Skills Development Roadmap for Cambodia 2024-2035.
Additionally, the ministry has prepared important documents such as the draft National Strategy on Artificial Intelligence, the draft law on personal data protection, the draft law on cybersecurity, and the deployment of several AI-based applications, while successfully deployed a suit of AI tools such as verify.gov.kh, TranslateKH, and the Cambodia Artificial Intelligence Platform (https://ai.gov.kh).
The Ministry of Post and Telecommunications said Cambodia will be able to achieve a better ranking when the National Data Centre and the open-source Khmer Large Language Model (Khmer LLM) are launched in the near future.
The Ministry called on all actors of the artificial intelligence ecosystem to cooperate more actively with the Royal Government to maintain this positive trajectory and contribute to accelerating the digital transformation in Cambodia.
