AKP Phnom Penh, January 15, 2026 --

A delegation of 40 officials from various ministries of Cambodia will participate in a customised Capacity Building Programme for Civil Servants at the National Centre for Good Governance, Mussoorie, India under Indian Technical and Economic Cooperation (ITEC) programme of the Government of India. 

Concurrently, 20 others from the Ministry of Justice will attend a Special Training Programme for Judges and Ministry Officials at the National Judicial Academy, Bhopal, India.

According to a press release issued this evening by the Embassy of India in Cambodia, the first course, held from Jan. 19 to 30, 2026, aims to equip participants with the essential knowledge and skills needed to design and implement effective public policy, thus achieving good governance and enabling them to successfully fulfill their administrative responsibilities. 

The second course, scheduled for Jan. 19 to 23, 2026, is designed to enhance the institutional capacity of judges and ministry officials from Cambodia, ultimately improving the quality of service delivery to the public.

Before their departure, Indian Ambassador H.E. Vanlalvawna Bawitlung hosted a send-off event for the 60 Cambodian officials in Phnom Penh. The event was graced by the presence of H.E. Chin Malin, the Permanent Secretary of State for the Ministry of Justice. This gathering facilitated dialogue on governance and judicial matters, during which alumni member also shared their experiences. 

In his address to the gathering, the Indian Ambassador reaffirmed India's commitment to continue supporting capacity-building initiatives in Cambodia, highlighting that these collaborative efforts are essential in fulfilling the objectives of bringing the two countries closer together.        
This partnership between India and Cambodia underscores a shared vision for progress and development, aiming to enhance the skills and knowledge of officials who are pivotal in governance and justice. The courses aim at strengthening the capacity of officials and will also facilitate the exchange of experiences between officials of the two countries.

The Indian Technical and Economic Cooperation Programme, ITEC for short, is the leading capacity building platform of the Ministry of External Affairs, Government of India. Instituted in 1964, ITEC is one of the oldest institutionalised arrangements for international capacity building having trained more than 225,000 officials from 160+ countries in both the civilian and in the defence sector through programmes conducted by over 120 participating institutions in India. Every year, around 300 officials from Cambodia participate in various training programmes under ITEC.
