Senate Approves Draft Law on Civil Aviation
AKP Phnom Penh, January 05, 2026 -- The Senate of the Kingdom of Cambodia unanimously approved the draft Law on Civil Aviation during its 4th session of the fifth legislature, held this morning at the Senate Palace in Phnom Penh.
The session was chaired by H.E. Ouch Borith, First Vice President of the Senate, and attended by 56 senators.
H.E. Mao Havannall, Minister in Charge of the State Secretariat of Civil Aviation, represented the Royal Government in defending the draft law.
The draft Law on Civil Aviation, which comprises 25 chapters and 104 articles, aims to strengthen the legal framework for the management and development of Cambodia’s civil aviation sector in line with international standards and the evolving global aviation landscape. The law was previously adopted by the National Assembly on Dec. 25, 2025, during its 5th session of the seventh legislature.
At the same session, the Senate also endorsed the draft Law on the Approval of the Comprehensive Agreement on Air Transport between the Governments of the Member States of the Association of Southeast Asian Nations and the European Union and its Member States; the draft Law on the Approval of the Protocol 3 on Expansion of Fifth Freedom Traffic Rights between the Contracting Parties under the Air Transport Agreement between the Governments of the Member States of the Association of Southeast Asian Nations and the Government of the People's Republic of China; and the draft Law on the Approval of the Protocol to Implement the Eleventh and Twelfth Packages of Commitments on Air Transport Services under the ASEAN Framework Agreement on Services.
In addition, the Senate announced to recognise H.E. Chhiv Yiseang as a senator for the first regional constituency (Phnom Penh), replacing H.E. Chem Vidhya, who has assumed the position of Secretary-General of the ASEAN Inter-Parliamentary Assembly (AIPA) for a three-year term beginning on Jan. 1, 2026.
