Senior Minister Y Chhean Refutes Fabricated Claims on Cambodia-Thailand Border, Calls for Trust in Government
AKP Phnom Penh, November 27, 2025 --
H.E. Gen. Y Chhean, Senior Minister in charge of Special Missions, has dismissed a Facebook post that he says distorts facts about the Cambodia-Thailand border issue, urging the public to trust the Royal Government of Cambodia and the Joint Boundary Commission (JBC) of Cambodia.
In a Facebook post published at noon today, H.E. Gen. Y Chhean addressed claims attributed to him by a Facebook account named Um Sam An. The post alleged that he had said Thailand had encroached hundreds of metres into Cambodian territory in the Pong Nam Ron area, adjacent to Kamrieng district, and that Cambodia’s recognition of the “new border” would result in the loss of several square kilometres of land.
H.E. Gen. Y Chhean clarified that the claims are entirely fabricated, describing them as provocative misinformation aimed at creating social unrest and serving political interests. He stressed that border affairs handled by the Royal Government and the Cambodian JBC are based on international law, conventions, treaties, maps, and French-era documents.
He also noted that the area between border markers 52 and 59 was historically under the control of Son Sen during the war period, not Ieng Sary, as the post claimed.
“I would like to state that from the war period to the present and into the future, I have always defended the territorial integrity of Cambodia. I am a living witness who has lived in the area for a long time,” he wrote.
H.E. Gen. Y Chhean affirmed that the survey and placement of temporary border markers by Cambodian and Thai teams are based on legal documents from the French protectorate, including the Procès-Verbaux of the Commission of Delimitation between Indochina and Siam 1908-1909 and 1919-1920, as well as the Memorandum of Understanding (MoU) 2000 and agreed-upon Terms of Reference.
He strongly condemned the allegations made by Um Sam An, calling them “pure fabrication and incitement” aimed at political gain.
At the same time, H.E. Gen. Y Chhean urged the public to have confidence in the Royal Government and the Cambodian JBC, stressing that both institutions uphold the highest professional integrity and prioritise national interests, particularly the protection of Cambodia’s territorial sovereignty, while strictly adhering to international law and respecting the established Cambodia-Thailand border.
