MLVT and ILO Discuss Cambodia’s GA Roadmap on Jobs and Social Protection for Just Transitions
AKP Phnom Penh, November 25, 2025 --
H.E. Heng Sour, Minister of Labour and Vocational Training, met virtually on Nov. 24 with Ms. Xiaoyan Qian, Director of the International Labour Organisation (ILO) Office for Thailand, Cambodia and Laos, and representatives of UN agencies to discuss the progress in the implementation of Cambodia’s Global Accelerator (GA) roadmap on Jobs and Social Protection for Just Transitions.
In the meeting, both sides highly appreciated the progress achieved so far in implementing the GA roadmap, including the establishment of an inter-ministerial working group and the launch of a UN project to support the GA implementation.
Additionally, H.E. Minister also mentioned the direction in increasing collaboration with UN agencies to promote a better understanding of the indicators and accelerate the implementation of the roadmap.
In response, UN agencies have also expressed their readiness to support and promote the implementation of this roadmap to ensure coherence.
Cambodia became a GA Pathfinder Country in late 2023. On Dec. 9, 2024, Prime Minister Samdech Moha Borvor Thipadei Hun Manet endorsed Cambodia’s GA Roadmap.
The mechanism includes a Steering Committee chaired by H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance, and an Inter-Ministerial Technical Working Group chaired by H.E. Heng Sour, Minister of Labour, Vocational Training.
Cambodia's priority drivers of jobs, skills, social protection, formalisation, and financing are the core components of the 2025 Annual Dialogue between the Royal Government of Cambodia and the UN Country Team, as they are crucial for the country's objectives of resilience, sustainability, and graduation from the Least Developed Country (LDC) status by 2029.
