AKP Phnom Penh, November 10, 2025 --

The Military Attaché Corps Phnom Penh (MACPP), representing a total of 12 countries, have been briefed on the implementation of the Kuala Lumpur Joint Declaration between Cambodia and Thailand.

During the briefing held at the Ministry of National Defence this morning, H.E. Lt. Gen. Rath Dararoth, the Ministry’s Secretary of State, provided an update on the implementation of the Kuala Lumpur Joint Declaration on Peace, Cooperation, and Prosperity, signed on Oct. 26, 2025. He stated that this document serves as a basic for rebuilding trust, peace, and cooperation between Cambodia and Thailand, reaffirming the shared commitment to the peaceful resolution of disputes, the non-use of force, respect for international law, and mutual respect for sovereignty, territorial integrity, and independence.

H.E. Secretary of State outlined several priority areas agreed upon under the Joint Declaration, including the release of Cambodian troops, the withdrawal of heavy weapons, humanitarian demining, the peaceful settlement of boundary issues, cooperation in combating transnational crime, and the process of normalising diplomatic relations. These steps are crucial for building trust and restoring normal relations between Cambodia and Thailand.

H.E. Lt. Gen. Rath Dararoth emphasised Cambodia's sincere commitment to implementing its obligations and expressed readiness to work closely with Thailand for the mutual benefit of both countries and peoples. He further highlighted Cambodia's gratitude to Malaysia, the Chair of ASEAN, as well as to the United States, China, and all friends and partners for their constructive support in achieving the ceasefire and in realising the Kuala Lumpur Joint Declaration.

H.E. Secretary of State concluded by reaffirming Cambodia's unwavering commitment to transforming the Cambodian-Thailand border into a zone of peace, friendship, and cooperation, in full respect of international law and in the spirit and principles of ASEAN.

During the briefing, senior officials from relevant ministries and institutions provided the Military Attaché Corps Phnom Penh (MACPP) with more specific details on the rules, procedures and Action Plan agreed by the two sides in regards to the withdrawal of heavy weapons and humanitarian demining.
