AKP Phnom Penh, October 30, 2025 --

H.E. Vongsey Vissoth, Permanent Deputy Prime Minister and Minister in charge of the Office of the Council of Ministers, has reaffirmed the Royal Government of Cambodia’s commitment to building a green, inclusive, and resilient economy.

“Our Long-Term Strategy for Carbon Neutrality submitted to the United Nations Framework Convention on Climate Chang charts clear pathways to reach carbon neutrality by 2050. It targets emission reductions across energy, transport, agriculture, forestry, and waste, while driving green and job-rich growth,” he said at the opening ceremony of the 2025 World Green and Sustainability Summit, held in Phnom Penh this morning.

H.E. Vongsey Vissoth highlighted that the National Green Growth Roadmap (2021–2035) and the Circular Economy Strategy and Action Plan (2023–2028) are frameworks that promote green finance, eco-tourism, and sustainable manufacturing. 

The Climate Change Strategic Plan (2024-2033) promotes coordinated action across ministries, sectors, and regions, he underlined.
 
“Together, they ensure Cambodia’s growth remains competitive, inclusive, and climate resilient,” the DPM said. 

Cambodia, one of the most climate-vulnerable countries in the region, faces recurring droughts and floods. As agriculture remains central to economy, climate change poses a serious threat to farmers’ livelihoods and national growth. 

“To confront this, we must advance sustainable trade, green business practices, and climate-smart policies to safeguard our natural heritage and secure a resilient future,” he added. 

H.E. Vongsey Vissoth also confirmed that Cambodia stands ready to collaborate with all partners within ASEAN, across Asia-Pacific, and globally to accelerate the green transition. 

“Through cooperation, innovation, and shared commitment, we can transform today’s environmental challenges into tomorrow’s economic opportunities,” he said. “Together, they promote resilience, competitiveness, and equity while aligning with the Sustainable Development Goals, the Paris Agreement, and ASEAN’s sustainability frameworks.”

The 3rd annual 2025 World Green & Sustainability Summit in Phnom Penh served as a platform to discuss and share initiatives on climate change, climate actions, sustainable investment, green finance, and green growth.

The summit was hosted by Cambodia’s Trade Policy Advisory Board and jointly organised by Economic Society of Cambodia, KSI Strategic Institute for Asia Pacific, World Green Organisation, ASEAN Economic Club, World Digital Chamber, and ASEAN Business Club.

The Summit provided participants with knowledge, insights and tools to scale up sustainability practices and enhancing public-private and people partnerships to build a more sustainable future.

The world class event provided a high-level dialogue platform, a policy incubator and exchange, a solution hub for sustainability projects, and networking opportunities with policy makers, investors and industry leaders.

H.E. Hem Vanndy, Minister of Industry, Science, Technology, and Innovation, said that as the country will graduate from Least Developed Country status in 2029, it requires factories, logistics, and standard infrastructure to meet evolving market requirements with confidence and transparency.

“That is precisely why we are aligning policies, skills and partnerships now to ensure our industries are ready for higher value, lower carbon participation in the region and global value chains,” the minister said at the Summit’s Spotlight Intervention II on Driving Innovation and Sustainable Industrialisation.
