CamDX Expands Ecosystem with Public and Private Partners

Techo Startup Centre – the Cambodia Data eXchange (CamDX)’s operator – held on Oct. 1 a workshop on “Cambodia Data eXchange (CamDX) Ecosystem” aiming to raise awareness and encourage greater use of digital products within the CamDX ecosystem.
The workshop, held at Sokha Phnom Penh Hotel, was presided over by H.E. Dr. Kong Marry, Secretary of State at the Ministry of Economy and Finance and Chairman of the Board of Directors of Techo Startup Centre with around 150 participants from relevant ministries, private sector and development partners.
The workshop began with a welcoming speech by H.E. Dr. Taing Nguonly, Executive Director of Techo Startup Centre, followed by an official opening speech by H.E. Dr. Kong Marry, Secretary of State at the Ministry of Economy and Finance and Chairman of the Board of Directors of Techo Startup Centre.
The workshop’s objectives were to enhance the understanding on the Royal Government of Cambodia’s achievements and mechanisms in using CamDX effectively and efficiently and to promote and expand the use of existing digital products within CamDX ecosystem.
It also aimed to disseminate information widely and clearly to allow public and private stakeholders to obtain maximum advantage from CamDX and to encourage ministries and public institutions to share and exchange data (Open Data) via CamDX to improve business-related public services delivery.
“CamDX has strengthened and expanded its functions to provide public services for businesses related to licensing, certificates, permits, and providing administrative services such as e-KYC, e-KYB, and other digital services; creating a digital ecosystem with both public and private actors, creating tens of millions of data exchange transactions,” said H.E. Dr. Taing Nguonly.
“Today's workshop is very important to better understand the achievements and mechanisms of the Royal Government's use of the CamDX platform to be more effective and efficient, as well as to encourage and increase participation in the use of existing digital products in the CamDX ecosystem,” he stated in the event.
As of the end of September 2025, total transactions on the CamDX platform amounted to over 95 million transactions, in which a total of 80 ministries and institutions (33 members from the public sector and 47 members from the private sector) have joined CamDX platform.
“Techo Startup Centre is actively working to find more new innovations in the CamDX ecosystem to create a rich database for exchange, verification, and as a basis for developing artificial intelligence programmes aimed at promoting the digital transformation in Cambodia in line with global trends,” he added.
To date, nearly 50,000 companies have received business registration approvals with a total investment capital of over US$19 billion, and more than 57,000 licenses, permits, and certificates have been issued. which confirms its contribution to both creating a favorable environment for doing business in Cambodia and enhancing Cambodia's competitiveness.
In line with the strategy for the development of E-Services for Businesses (ESB) 2025-2028, the Royal Government of Cambodia has urged relevant ministries and institutions to digitalise 80 percent of high priority public services for businesses or approximately 700 services in ESB Ecosystem via the CamDX platform from lodging applications, payments, reviewing, deciding and issuing licenses or certificates and operate the services fully online.
During the workshop, there were presentations by the representatives of Techo Startup Centre on “Cambodia Data eXchange Ecosystem,” “Generic Template for E-Services for Business (ESB),” and “Procedures to become Cambodia Data eXchange members to access Digital Services in CamDX Ecosystem.”
In addition, the workshop encouraged ministries and public institutions that manage base registries to participate in data sharing through CamDX ecosystem, which does not only enhance the delivery of public services but also improves the efficiency of private sector business operations in a digital format, in alignment with the fifth pillar of the Pentagon Strategy, Phase 1 of the Royal Government of Cambodia.
The workshop also highlighted the importance of engaging key actors from both public and private sectors in exchanging and sharing data within CamDX ecosystem, which contributes to economic growth especially API economy and digital society in Cambodia.
