NDC 3.0 Reaffirms Cambodia’s Commitment to Climate Change Response and Sustainable Growth
AKP Phnom Penh, September 19, 2025 -- The Third Nationally Determined Contribution (NDC 3.0), officially launched on Sept. 18, reaffirms Cambodia's steadfast commitment to addressing the climate crisis while promoting sustainable and resilient development.
The launching ceremony was presided over by H.E. Dr. Eang Sophalleth, Minister of Environment, with the participation of senior government officials, representatives of civil society organisations, the private sector, development partners, and other stakeholders.
In his remarks, H.E. Dr. Eang Sophalleth called on all stakeholders to continue their cooperation and support, particularly in finance, technology, and capacity-building, to ensure Cambodia’s climate actions bring tangible benefits to its people, economy, and environment.
International partners and organisations, including the United Nations Development Programme (UNDP), the European Union, the United Nations Framework Convention on Climate Change (UNFCCC), and Oxfam, commended Cambodia’s efforts and reaffirmed their full support.
According to the Ministry of Environment, NDC 3.0 focuses on three key priorities: reducing greenhouse gas emissions in the energy, transport, agriculture, and industry sectors; strengthening resilience in agriculture, health, and water, sanitation and hygiene (WASH); and mobilising financial, technological, and capacity support from international partners.
Cambodia submitted its NDC 3.0 to the UNFCCC Secretariat on Aug. 8, 2025, becoming the 29th country globally and the 4th in Asia to do so, in time for COP30 in Brazil.
