PM Hun Manet Gives Some Suggestions for Literacy Promotion in Cambodia
AKP Phnom Penh, September 05, 2025 -- Cambodia’s Prime Minister Samdech Moha Borbor Thipadei Hun Manet has called on relevant ministries and institutions, national and international organizations, development partners, communities, and all citizens to continue to pay close attention to literacy and education affairs among formal, informal, and non-formal sectors to continue to take part in literacy promotion in Cambodia more actively, effectively and efficiently with the following recommendations.
Samdech Hun Manet appealed relevant ministries and institutions to formulate policies, legal frameworks, standards, or necessary mechanisms to expand the scope of literacy programs, and ensure that all citizens receive lifelong learning opportunities to become digital citizens, take full advantages of technological evolutions, and actively participate in digital society, by inspiring them to create digital training programs in all aspects for Cambodian people of all ages, so that they are able to effectively and qualitatively use technology and digital tools for their daily-life benefits.
Samdech Hun Manet called for both public and private media outlets to create and widely disseminate literacy and digital literacy programs, so that Cambodian people are able to get more awareness of literacy significance, know how to find accurate online information, know how to use, manage, and share online information, comprehend technology safety, and share information ethically and accurately.
“All ministries, institutions, private sector, development partners, national and international organizations, and non-governmental organizations should mobilize resources and share experience in literacy promotion in the digital age and information technology to operate effectively and sustainably,” underlined Samdech Hun Manet.
The Cambodian Prime Minister also instructed local authorities at all levels to actively participate in a Student Recruitment Campaign, the development of learning center infrastructures, community learning centers, lifelong learning centers, youth centers, and data management for needy people within their capacities with good and comprehensive manners, as well as encourage and motivate people who have lost opportunities to learn and/or have dropped out of schools to receive new learning opportunities, especially facilitate people with disabilities or special needs to get education equitably and inclusively.
The Premier further suggested enterprises, private companies, factories, prisons and correctional centers should continue promoting the opening of high-tech literacy classes and vocational training programs for employees, workers, and detainees, respectively, for their individual benefits in contribution to increasing productivity and work efficiency.
Concerning religion context, Samdech Hun Manet requested Buddhist pagodas, and other religious institutions like churches and mosques to encourage Buddhist monks and religious priests to join in promoting vocational literacy programs, especially technology use more vigorously, by spreading awareness about the benefits of digital use, which serves well for study, the value of morality and behavior, and the promotion of living as digital citizens in society.
He also appreciated all key stakeholders who have actively supporting literacy work so far for the cause of developing human resource education and trainings, and well-educated social advancement in Cambodia.
