Cambodia Supports a Theme of 2025 National/International Literacy Day (Sep. 8)
AKP Phnom Penh, September 05, 2025 -- The Royal Government of Cambodia (RGC) has expressed her back up in choosing a theme “Promoting Literacy in the Digital Era” for National/International Literacy Day (Sep. 8, 2025) for this year.
In his message for the Day late last week, Cambodia’s Prime Minister Samdech Moha Borvor Thipadei Hun Manet claimed the theme aims to raise more awareness among all citizens about the significance of literacy programs, encourage all stakeholders to participate in supporting literacy promotion in the digital age, and develop capabilities, especially the disadvantaged, the vulnerable, out-of-school children, adolescents, and youths, factory workers, indigenous children and youths, to become human resources with energy, quality, and global citizenship, which contribute to accelerating national economic growth and advancing the whole national society.
Samdech Hun Manet continued that the theme is also in line with Cambodia Digital Economy and Society Policy Framework 2021-2035, in response to the 4th Industrial Revolution, that is, building digital citizens, digital government, and digital business.
In this regard, Samdech Hun Manet called for more high-paid attention to and promote literacy programs, especially digital literacy, to increase the use of digital technologies and tools to search, use, manage, evaluate, create, and share information safely, reliably, and accurately, by stressing the necessary of digital transformation in the future to maximize the benefits of advances in ICT and digital technologies to increase productivity, competitiveness, economic efficiency, and build a modern society.
Samdech Hun Manet further underscored the acknowledgement of literacy scope expansion at the present which is beyond traditional reading and writing, while simultaneously have to embrace new literacy dimensions that include global citizenship, digital citizenship, scientific comprehension, technology, and our global values, emphasizing that the Royal Government of Cambodia (RGC) has strongly committed to promoting literacy affairs by not only ensuring that all citizens are able to read and write, but also equipping them with essential skills and opportunities for lifelong learning, which is essential for living in a modern world with the state-of-the-art technology and science.
On behalf of the RGC, the Cambodian premier expressed high appreciation to the Ministry of Education, Youth and Sports (MOEYS) for implementing a comprehensive education reform policy to promote inclusive education sector and nurture good citizenship and patriotism spirits through its continued reforms of some priorities, especially digital transformation by promoting the use of digital technology in education; studying science and technology-related subjects in general secondary schools; studying science, technology, engineering and mathematics in higher education; promoting foreign language learning; training the 21st-century skills; technical education in general and technical high schools; and promoting lifelong learning opportunities.
“To promote digital education and literacy transformation, the MOEYS has launched a Center for Digital and Distance Education, the implementation of curricula with a focus on science and technology, computer science, artificial intelligence, scientific research, a Cambodia Cyber University Network (CCUN), University Management Information System, digital schools, and educational platforms to support teaching and learning, and the launch of a number of information technology systems for management affairs,” cited the Prime Minister.
