MOWRAM Reaffirms Continued Water Cooperation with India’s Exim Bank
AKP Phnom Penh, August 26, 2025 -- The Ministry of Water Resources and Meteorology (MOWRAM) has reaffirmed its commitment to further strengthen and expand cooperation with the Export-Import Bank of India (Exim Bank), particularly in implementing new investment projects to support Cambodia’s socio-economic development.
The reaffirmation was made by H.E. Thor Chetha, Minister of MOWRAM, during a courtesy call by a delegation of India Exim Bank led by its CEO, Mr. Sanjeev Kumar, at the ministry’s headquarters on Aug. 26. The meeting focused on enhancing investment cooperation in the water sector.
On the occasion, H.E. Thor Chetha expressed warm appreciation to the Government of India and India Exim Bank for their valuable contributions to Cambodia’s development, especially through projects such as the Tasal and Svay Hap dams, the Siem Reap River master plan, and groundwater studies in Kampong Speu. These projects, he underlined, have played an important role in ensuring water security and are in line with the first phase of the Royal Government’s Pentagonal Strategy for the 7th Legislature of the National Assembly.
The minister also outlined MOWRAM’s key vision, including Promoting investments in comprehensive irrigation systems, along with the restoration and modernisation of existing systems to ensure water security; Reinforcing and upgrading hydrological and meteorological services, including forecasting and early warning systems; Strengthening the legal, policy, and regulatory framework of the water resources and meteorology sector; Enhancing institutional capacity through human resource development and innovation; and Strengthening cooperation with development partners and stakeholders.
