AKP Phnom Penh, August 24, 2026 --

Cambodia and Russia have agreed to further strengthen and expand bilateral relations and cooperation across a range of areas, including trade and investment, education, energy, tourism, agriculture, security and defence.

The agreement was reached during a meeting between Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and H.E. Andrey Rudenko, Deputy Minister of Foreign Affairs of the Russian Federation, at the Peace Palace in Phnom Penh on Monday afternoon.

During the meeting, H.E. Andrey Rudenko spoke highly of the longstanding relations and cooperation between the two countries, describing Cambodia as a long-lasting and reliable partner of Russia in the Asia-Pacific region.

He recalled the bilateral ties between Cambodia and Russia, including the important contributions made by the former Soviet Union and the Russian Federation to Cambodia’s reconstruction and socio-economic development following the country’s liberation.

The Russian Deputy Foreign Minister also commended Cambodia’s rapid development and expressed optimism that the Royal Government would overcome challenges and further improve the livelihoods of the Cambodian people.

He expressed confidence that Russia-Cambodia relations would continue to develop, stressing the need for both countries to deepen cooperation in a wider range of areas with strong potential.

H.E. Andrey Rudenko also reaffirmed Russia’s continued provision of scholarships for Cambodian students to pursue their studies in the Russian Federation.

He briefed Samdech Thipadei on the fruitful outcomes of the third bilateral consultation meeting between the foreign ministries of Cambodia and Russia, which he said would further contribute to advancing bilateral relations and cooperation.

In response, Samdech Thipadei Hun Manet expressed his appreciation to the Russian Federation and the former Soviet Union for their important contributions to Cambodia’s socio-economic recovery and reconstruction, as well as for their continued provision of scholarships to Cambodian students.

The Prime Minister also spoke highly of the outcomes of the bilateral consultation meeting, which Cambodia is currently hosting, and underlined the importance of further advancing bilateral cooperation to a new level.

Before concluding the meeting, Samdech Thipadei and H.E. Andrey Rudenko exchanged views on strengthening and expanding cooperation in key areas, including trade and investment, education, energy, people-to-people connectivity, tourism, agriculture, security and defence.
