Samdech Techo Hun Sen Urges Local Officials to Continue Serving the People Effectively
AKP Phnom Penh, May 16, 2026 —
Samdech Akka Moha Sena Padei Techo Hun Sen, Acting Head of State of Cambodia, has reiterated his call on civil servants, particularly commune and Sangkat council members, to continue fulfilling their duties in serving the nation and the people effectively, with a strong focus on providing faster and more efficient public services.
Speaking during a meeting with provincial, municipal, district, commune, and Sangkat council members, as well as leaders of provincial departments and units in Prey Veng province, attended by 1,311 participants on Saturday, Samdech Techo stressed the importance of responsiveness and dedication in public service delivery.
On the occasion, Samdech Techo, also President of the ruling Cambodian People’s Party (CPP), congratulated Prey Veng province on the inauguration of a new CPP office building, describing it as another symbol of the party’s long-term leadership and political stability. He noted that the CPP is not a party that holds power temporarily, but one that continues to lead the country over the long term.
Samdech Techo also highlighted the province’s educational progress, noting that Prey Veng now has universities and training institutes to help develop human resources, something that was once unimaginable for the province.
He urged authorities to accelerate the issuance of land titles to citizens in order to reduce public grievances and improve local administration. At the same time, he called on officials to continue paying close attention to frontline soldiers, disabled veterans, families of fallen soldiers, and former combatants.
Drawing on his own experience as a former soldier, Samdech Techo said he deeply understands the hardships faced by those who sacrificed to defend the nation and its people, stressing that officials should show care and appreciation toward them.
Samdech Techo further instructed authorities to maintain social order and security by continuing to implement the “Safe Village-Commune Policy,” including crackdowns on robbery, drug trafficking, and online scams.
He also urged local authorities to resolve land disputes quickly and fairly, particularly through out-of-court mechanisms, while avoiding bias toward any party. In addition, he encouraged all officials to participate in protecting natural resources and preventing environmental destruction.
Samdech Techo reminded officials to avoid abuse of power and inactivity, emphasising that “officials are not masters of the people, but loyal servants of the people.” He also called on Prey Veng authorities to strengthen cross-border cooperation with Vietnam in order to facilitate trade and people-to-people exchanges between the two countries.
According to H.E. Chea Thyrith, spokesperson for Samdech Techo, the provincial outreach meetings began on April 25, 2026, and this marks the seventh province visited so far. The meetings aim to strengthen accountability between the Senate and voters, improve transparency, enhance local governance efficiency, and encourage local officials to better serve the public.
