ASEAN and ASEAN+3 Commit to Building People-Centred Public Service
AKP Phnom Penh, August 5, 2026 --
ASEAN and ASEAN+3 public service leaders have reaffirmed their collective commitment to building a responsive, efficient, and people-centered public service across the region, during a courtesy call on Cambodian Prime Minister Samdech Moha Borvor Thipadei Hun Manet on Wednesday morning.
The meeting took place in Siem Reap province prior to the opening ceremony of the 23rd ASEAN Cooperation on Civil Service Matters (ACCSM) and the 8th ACCSM Plus Three Cooperation on Civil Service Matters.
The ASEAN delegation was led by Dr. Zudan Arif Fakrulloh, Head of Indonesia's National Civil Service Agency, who expressed appreciation and admiration for Cambodia's successful hosting of the 23rd ACCSM and the 8th ACCSM+3 meetings.
Dr. Zudan commended Cambodia's chosen theme, "Innovation for Better Service Delivery," reflecting ASEAN's shared commitment to sharing best practices in building a public service that is fast, effective, and people-centred across the region. He affirmed Indonesia's readiness to continue close cooperation with Cambodia and other ASEAN member states for the benefit of regional citizens.
In response, Samdech Thipadei Hun Manet welcomed and thanked the ASEAN and ASEAN+3 delegations for their participation, noting that their presence demonstrated the collective will and commitment to advancing the region's public service sector.
He also highlighted Cambodia's ongoing public service reforms, which focus on strengthening institutions and driving innovation to better meet the people's needs. He stressed that these reforms aim to enhance accountability, transparency, and the integration of technology to reduce complex procedures and bureaucratic red tape.
The Prime Minister expressed confidence that the meetings would conclude with fruitful outcomes through the sharing of best practices and strengthened cooperation in public service among ASEAN and ASEAN+3 countries.
