Feature Report: Cambodia Set to Strengthen Parliamentary Diplomacy on Global Stage through Inter-Parliamentary Speakers’ Conference

Cambodia is preparing to host another major international event that is expected to enhance its parliamentary diplomacy and international profile, as the country gears up for the Second Inter-Parliamentary Speakers’ Conference (ISC), scheduled for Aug. 26-28 in Phnom Penh.
The conference will bring together parliamentary leaders from around the world to promote dialogue, cooperation, and collective efforts towards peace and shared prosperity.
Serving as a unique platform for parliamentary leaders, the ISC enables participants to address regional and global challenges, exchange legislative experiences, and work together on common goals. For Cambodia, hosting the event represents a significant milestone in strengthening its role and influence in parliamentary diplomacy and contributing to multilateral cooperation and sustainable development.
To ensure the successful organisation of the conference, Cambodia’s Senate and National Assembly have intensified preparations and coordination efforts.
On June 15, a high-level meeting was held at the Senate Palace under the chairmanship of H.E. Ouch Borith, Acting President of the Senate and Chairman of the Steering Committee for the Second ISC. H.E. Kittisethabindit Cheam Yeap, Acting President of the National Assembly, together with senators, lawmakers, and senior officials from both legislative bodies, attended the meeting.
Participants reviewed progress reports and action plans presented by five specialised sub-committees covering content and documentation; finance, procurement and logistics; media, communications and information technology; security, public order and emergency response; as well as protocol, hospitality and secretariat affairs.
Cambodia accepted the responsibility of hosting the second ISC in February 2026 following a request by H.E. Syed Yousaf Raza Gilani, Chairman of the Senate of Pakistan and Founding President of the conference, during his official visit to Phnom Penh.
The Inter-Parliamentary Speakers’ Conference was established in Seoul, the Republic of Korea, with the aim of promoting parliamentary dialogue and cooperation, advancing peace and sustainable development, addressing transnational challenges, and strengthening parliamentary diplomacy worldwide.
The inaugural conference was held in Islamabad, Pakistan, in November 2025 under the theme “Peace, Security and Development,” with Cambodia participating as one of its founding members.
For the second edition, Cambodia has selected the theme: “Solidarity for Peace and Shared Prosperity: Strengthening International Law and Resolving Conflicts Peacefully.” The theme reflects the urgent need for parliaments to play a greater role in promoting mutual understanding, respect for sovereignty, the rule of law, and cultural diversity in pursuit of global harmony, peace, and prosperity.
In his welcoming message, Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate of Cambodia, said that hosting the ISC demonstrates Cambodia’s enduring commitment to international engagement and constructive cooperation.
“Cambodia is honoured to host the ISC. This reflects not only our longstanding commitment to constructive international cooperation and engagement, but also our firm belief in the value of dialogue, mutual respect and cooperation to advance the common good of all nations across all regions,” Samdech Techo stated.
He further emphasised that history offers valuable lessons on peace and prosperity.
“History teaches us that lasting peace and prosperity are built not through ‘uniformity,’ but through mutual respect and understanding among diverse peoples and nations. By acknowledging our differences, learning from the experiences of the past, and embracing a spirit of cooperation, we can collectively shape a future founded on trust, stability, and shared prosperity,” he said.
The ISC is among several high-level international events hosted by Cambodia’s legislative institutions this year. Other major gatherings include a national climate seminar supported by the ASEAN Secretariat and Tara Climate Foundation, a regional nutrition framework meeting, and the Asia-Pacific Parliamentary Forum on Global Health.
These initiatives highlight Cambodia’s growing leadership in international parliamentary cooperation, its commitment to international law and multilateralism, and its active contribution to addressing global challenges, including technological security, climate change, food security, and public health.
Hosting the second ISC further reinforces Cambodia’s standing on the international stage, showcasing the country’s political stability, rich cultural heritage, and economic potential while strengthening parliamentary cooperation in support of peace, international order, and sustainable development.
