Cambodia Reaffirms Commitment to 2001 Maritime Agreement Amid Thai Withdrawal Consideration

Cambodia has reaffirmed its commitment to the 2001 Memorandum of Understanding (MOU-2001) with Thailand on overlapping maritime claims, while expressing concern over reports that Bangkok is considering a unilateral withdrawal from the agreement.
In a statement issued on April 8, the spokesperson of the Ministry of Foreign Affairs and International Cooperation responded to media inquiries, emphasising that the MOU-2001 reflects the genuine political will and shared intent of both countries to pursue a mutually acceptable framework for the joint exploitation of resources in the Overlapping Claim Area (OCA), alongside efforts to advance maritime boundary delimitation in accordance with international law.
The statement highlighted that the agreement embodies the goodwill of both nations in promoting a maritime boundary based on friendship, cooperation, and shared prosperity for their peoples. It also noted that, under its provisions, the MOU remains valid until its objectives are fully achieved.
Cambodia cautioned that any unilateral withdrawal by Thailand would be deeply regrettable, as it would run counter to the cooperative spirit that underpins the agreement.
Reaffirming its position, Cambodia stressed that it remains firmly committed to both the letter and spirit of the MOU-2001, as well as to the principles of goodwill and good faith that guided its signing.
